Labor Methods, Labor Ethics and Common Prosperity

Abstract:Placing the distribution of wealth in the interrelationship and historical evolution of labor methods, labor ethics, wealth production, and wealth ethics is the only scientific method to achieve a more comprehensive and essential understanding of the distribution of wealth, and this method is also the basic method of Marxist political economy theory.As a social wealth distribution method, the essential connotation and realization path of common prosperity are also hidden in the historical inevitability of the labor mode and wealth production mode in the current era, and in the historical changes in labor ethics and wealth ethics.A profound understanding of the sociality of the mode of labor and the mode of wealth production in the historical stage of the commodity economy, that is, the overall social labor and its socialized large-scale production generated by the division of labor,cooperation and exchange,is the only channel and realistic basis for scientific understanding of the essential connotation of common prosperity and the concept itself.Furthermore, in the name and identity of the overall labor subject, the united individuals will guide the changes in social labor ethics and wealth distribution ethics in accordance with the overall development level and development trend of social labor division, labor cooperation, labor exchange and socialized large-scale production, and regulate and control the distribution of social wealth will become the realistic path to achieve common prosperity.

Can Regional Integration Reduce the Income Disparity between Cities?——Evidence from Yangtze River Delta Region

Abstract:Under the background of China vigorously promoting the regional integration strategy and accelerating the realization of common prosperity goal, whether regional integration can give consideration to the inter-regional fairness while improving the overall efficiency has become an important proposition to explore urgently.Based on the panel data of 41 prefecture-level cities in the Yangtze River Delta from 2000 to 2019, this paper empirically investigates the influence of regional integration on inter-city income disparity.Results show that:(1)Regional integration has an inverted “U” shaped effect on the income gap between cities, and most cities in the Yangtze River Delta are on the left side of the curve.(2)Regional integration widens the income gap between cities by reducing transaction costs and deepening functional division of labor, while it narrows the gap by enhancing knowledge diffusion between cities.(3)Regional integration does not cause income loss in small cities, and the current widening gap is mainly caused by faster income growth in big cities.Continuing to advance the process of regional integration and enlarging the policy support related to knowledge diffusion can effectively lead to the realization of common prosperity on the basis of giving full play to the advantages of regional integration.

Does the Digital Economy Alleviate Multidimensional Relative Poverty in Rural?——From the Perspective of Income-Oriented

Abstract:Based on the panel data of China Family Panel Studies(CFPS) and the China City Statistical Yearbook in 2014, 2016 and 2018, this paper empirically tests the mitigation effect of digital economy on rural multidimensional relative poverty and its underlying mechanism by using two-fixed effect model and two-stage estimation of instrumental variables.It is found that the digital economy significantly reduces the multidimensional relative poverty degree of income-oriented farmers.This conclusion is still valid after the robustness tests such as replacing the dependent variables, replacing the core independent variables,estimating based on the zero-inflated ordered probability model, deleting the low reliability samples and estimating the incidence of relative poverty based on the urban level.Mechanism analysis shows that improve agricultural labor productivity, create non-agricultural employment opportunities, enhance social integration and empower farmers with technology are important channels for the effect of digital economy.

County-level Administrative Division Adjustment and Intergovernmental Competition——Centering on the County to City Upgrading and the County(City) to District Reform

Abstract:The adjustment of county administrative divisions which centered on the county tocity upgrading and the county(city)to district reform is an important component of the reform of local institutions and the modernization of the governance system.It reflects the game relationship between local vertical cities and counties and horizontal counties, which competes with power allocation, public administration and resource interests.While the intergovernmental competition embodied in the county to city upgrading and the county(city) to district reform promotes regional economic and social development, it is also necessary to be alert to three negative risk effects, namely, difficulty in integration during the transition period, excessive dependence on land finance and local development enthusiasm.Therefore, it is recommended to strictly control the quantity and quality of county to city upgrading and the county(city) to district reform, and actively advocate the competition between the vertical positive sum game and the horizontal yardstick competition, and scientifically implement the social stability risk assessment and economic society of development forecasting system, finally, enrich the civic participation in the districts where the county to city upgrading and the county(city) to district reform.

Abstract:Legal order is based on “following blindly” to great extent and not on rational cognition and independent judgment of all kinds of advantages of rule of law.Faced with highly complicated and abstract modern legal system, people decrease the burden of cognizing and learning by crowd mentality and behavior and regard the legal and illegal act and idea as the basis of their judging.Conformity psychology and conformity behavior will rationalize blind behavior.Just because of this point, we can rely on conformity psychology to legitimation of non-consensual or disadvantageous legal decision and so can avoid the difficulty of achieving general identity and social consensus.It is quite possible for conformity psychology and conformity behavior to overthrow our established cognition and compliance of legal social order and make us engage in irrational illegal behavior with hindsight.

On the Innovation to the Public Interest Protection and Re-perfection of the Administrative Public Interest Litigation System

Abstract:The administrative public interest litigation takes safeguarding the national interest and the social public interest as its goal, and innovates the way of protecting the public interest, which not only promotes the protection of the public interest, but also abides by the boundary of the power effectively.Taking administrative inaction as the main object of supervision solves the problem of ineffective supervision of administrative inaction and promotes the executive branch to actively fulfill their duty of protecting public interests.Regarding the new-type field concerning people’s livelihood as its own case scope, has effectively realized the judicial intervention to the public welfare protection in the new-type field.However, from the practice of administrative public interest litigation, there are still some problems, such as the lack of clear definition of public interest, the lack of uniform standard of administrative omission, and the narrow scope of cases.Therefore, it is necessary to clarify the connotation of public interest, unify the standard of cognizance of administrative nonfeasance, and further expand the scope of administrative public interest litigation by means of perfecting legislation in order to further explore and play the administrative public interest litigation public interest protection function.

Expansion of the Function of “Consumer Protection Law” in the Era of Scene Consumption——from Tilt Protection of the Weak to Ability Improvement Incentives

Abstract:Scenario consumption is a new consumption model based on mobile internet media and information technology.Consumers may be empowered to become information strong, or deprived to become information weak.The traditional concept of consumers’ “constantly weak identity” upheld by the Consumer Protection Law has been impacted, and the function of the Consumer Protection Law should be expanded from “protection of the weak” to “enhancement of capabilities”.The capability improvement protection function takes the inclination protection of the weak as the primary function, and the optimization of the consumption information environment as the advanced function, which covers the improvement of the non-basic information ability of vulnerable consumers,the norms of information behavior of strong consumers,and the supervision of information behavior of operators.Higher-order functions imply a calibration mechanism for consumer protection slanted right-meaning configuration structures.The normative structure for the realization of the consumer capability enhancement function should be based on the stimulation of consumers’ subjective initiative, and the consumer capability should be divided into basic capabilities and non-basic capabilities.The former includes empowerment norms,while the latter includes information rights and obligation specification.

Abstract:State construction is the key component of political modernization.Deriving from the era of industrialization, the modern state construction process is still ongoing in the context of social transformation of modernization and urbanization and it is generally considered should be paid by the price of destruction of the traditional order system.

This paper, analyzed a village locate on the western suburbs of Hangzhou, which is pushed to modern society rapidly by the state planning, investigated the compelling interaction, integration and symbiosis between political power and grassroots, meanwhile, traditional rural endogenous order force and modern exogenous administrative force.Based on that, this paper summarized three effective approaches of elementary governments absorbing the endogenous force to enhance the state construction.The conclusion is that the rural endogenous force can exerting a significant impact on modern state construction as well as promoting itself when utilized and directed effectively by the exogenous administrative force.

Community Reconstruction in the Development of Village Cultural Tourism

Abstract:Community is a kind of social combination, which is historical and specific.The form of community evolves with the change of social combination conditions.Taking Qingyang Village in Zhejiang province as a case, this paper studies community reconstruction in village cultural tourism development by using the paradigm of the relationship between community form and social combination conditions.The development of village cultural tourism is the unity of rural cultural revitalization and industrial revitalization.It is a government-led social construction project with multi-subject coordination and multi-party resource sharing, which promotes the development of village society from “outflow-type” opening to “Influx-type”new phase of opening, and forms multi-faceted impact on the village community.It makes the social combination subject change from homogeneous to heterogeneous, the combination boundary change from closed to open, and the combination basis change from emotion to interest and emotion complex.It reconstructs the conditions for community construction and requires the reconstruction of community.We should build a new type of community based on common prosperity.Rebuild the village-region community on the basis of the family community, rebuild the construction community on the basis of the life community,and rebuild the target community on the basis of the moral community.The new type of community will show openness and overlap.

Hometown Honor, Realistic Interests and Power Statute——The Course and Logic of New Rural Elite Organizations Charity

Abstract:At a time when studies such as “common prosperity” and “the third distribution” are in the ascendant, the interaction between the government and charitable organizations is still the main axis to understand the development of philanthropy in China today.From the knowledge context of “administrative absorption of society” to “governance absorption of charity”, “project stipulation charity” may be the latest version of its localization practice.This paper adopts multi case process analysis to focus on the development process of new rural elite organizations in four villages in northern and southern Zhejiang.First of all, the development process is divided into early “decentralized”, middle “foundation” and recent “project claiming”.Secondly, it discusses the triple interaction between the logic of civil rights represented by hometown honor, the logic of gentry power in consideration of realistic interests and the logic of political power in government power regulations.Finally, the empirical reality is analyzed, and it is believed that the overall regulation of the project system for governance makes the charitable organizations from passive management to active participation.Through the two-way empowerment of the grass-roots political power and the new rural elite organizations, and the dynamic balance of the honor, real interests and power regulations,a more flexible and recessive social absorption model has been formed: project regulation charity.

Abstract:Micro engineering ethics with engineers as the main body of ethics emphasizes “professional autonomy” and ignores other members of the engineering community, resulting in the “lack of externalities”of engineering ethics, which is difficult to solve the complex ethical problems in engineering.To realize the“goodness of engineering”, it is necessary to get rid of the shackles of the traditional “professional autonomy”,integrate and coordinate with the concept of “overall”,and move towards the “big project ethics”of “cooperative and co-governance” of the members of the engineering community, so as to form an overall moral synergy and ensure that the project can achieve its due “public goods”.

Abstract:Problem solving is a common intelligent activity in daily life, which aims to eliminate the gap of intelligent agent between the current state and the target state in a specific scenario.As an imaginative rationality, metaphorical cognition often permeates all aspects of problem solving.It will not only affect representation of the situation in which the problem is located, but also trigger a variety of creative problem solutions, and also affect our choice of problem solutions and metacognition of problem solving.The value of metaphorical cognition in problem solving helps us to re-comprehend the unique ways and wisdom of human for solving problems, and also allows us to understand the limitations of artificial intelligence in solving complex problems better.

Abstract:Wanli Shaoxing Fu Zhi (Shaoxing Chorography in Wanli) was written in the 14th year of Wanli in the Ming Dynasty (1586), with a total of 50 volumes, 16 classes, more than 250 items and 101 pictures.The rich and extensive content greatly exceeds the previous generation of the famous chorography named Jiatai Kuaiji Zhi (Kuaiji Chorography in Jiatai).It serves as an outstanding representative of the complex type of chorography in the Ming Dynasty, and is very different from the popular short type of chorography.Though it is related to the historical view held by the authors themselves, it is also a natural writing with profound geographical and humanistic accumulation in the prefecture of Shaoxing, which makes it have to be complex.The extensive literature, rich collections and abundant drawings contribute to the characteristics of local chronicles as the materials of both the whole and national history, and also reflects the profound knowledge and good intentions of the compliers.Largely involving history and law, this local chronicle is quite rich in content.Through slight comprehension, readers may be able to sense sort of the influence of the learning of heart-mind, since the compliers are believers of Yangming theory.

Abstract:Yuri Lotman, a guru of humanism, made great contribution to literature, semiotics and culturology.The axis of his theoretical framework is “symbiosis of inner and outer textual structures”, which is closely combined with “linguistic derivation and semiotic simulation” and “interactivity and inter-translation among typology of different cultures”.Lotman’s key concepts of “text—semiotics—culture” construct his theoretical mansion.He devoted his lifelong career to the productive mechanism of the textual, semiotic, and cultural meanings.

Abstract:In the middle of the twentieth century, the dialectical method of thinking, founded by Hegel, underwent a critical revision both in purely philosophical reflection and in more specific theoretical constructions whose subject was sign and signification.In the Soviet Union, the situation was complicated by the fact that dialectics was considered an integral part of the official dogmatic version of Marxism, which compromised it in the responsible scholars’ eyes; despite this, Yuri Lotman took it seriously and strove to practice in his works.Without formulating such a question explicitly, he created his own practical version of dialectics, working in the semiotics of culture.His direct references to dialectics usually imply less a dynamic process of development and sublation of contradictions than static tensions in the object under study.In his last works, he went further and, no longer using the word “dialectics”, made an attempt to formulate a theory of culture as a moving system, the transformations of which are based on internal contradictions and competing possibilities of development.

The task of this article, grounded on some of Lotman’s insights and putting them in the context of the world intellectual movement, will be to determine a general framework where the dialectical method can be applied in semiotics; history and hermeneutics of theoretical ideas should serve for free reflection on the methodology of research in the humanities.

Abstract:Jurij Lotman is not only a prominent scholar in cultural semiotics, but also a leading scholar in the study of Russian literature and cultural history.The present paper tries to effect a change of viewpoint for the definition of Lotman’s productivity as a scholar, projected upon the problem of his visibility on the international map of sciences and literary criticism in particular.The paper probes into the problem in 6 parts: 1.synergy, synthetized knowledge and modelling force; 2.flexible contexts for cultural history; 3.methodological part-whole: progressive reading spiral; 4.the integrative openness of literary semiotics; 5.the creative nature of transgression; 6.multiplying text boundaries and descriptions.At last, the paper comes to the conclusion that for Lotman, literary comparatistics and semiotics go hand in hand, which calls for a shift in the international reception of Lotman’s heritage.

Cultivating University Students’ Employment Value in the New Era:Problem Thinking and Development Strategies

Abstract:University students are the important strategic talent resources and precious wealth of the country and society.Through a questionnaire survey, this paper finds that the current university students in China pay equal attention to the factors of “development” and “health care” while generally ignoring the factors of occupational prestige and status, which conflicts and contradicts the realistic requirements of the employment value of university students in the new era and deviates from the direction that the correct employment value should guide.To this end, we must adhere to take the concept of multiple career choices,the spirit of innovation and entrepreneurship, and the excellent traditional culture as the value orientation.Give full play to the “five-in-one” educational effect of the government, society, colleges and universities,families and students, jointly explore the practical path for the guidance and cultivation of university students’ employment concept, and guide them to establish a correct employment value.
